CITY OF FARMINGTON HILLS
NOTICE OF PUBLIC HEARING
Program Year (PY) 2015-2020 Consolidated Plan Amendment, Program Year (PY) 2019 Annual Action Plan Amendment and Citizen Participation Plan Amendment
 
On March 27, 2020, The Coronavirus Aid, Relief and Economic Security Act (CARES Act), Public Law 116-136, was signed by President Trump. The CARES Act makes available supplemental Community Development Block Grant (CDBG-CV) funding for grants to prevent, prepare for, and respond to coronavirus (COVID-19). These grants provide flexibilities for CDBG grantees to expedite the use of grant funds to help address the challenges facing our nation during this historic public health crisis.
 
The Farmington Hills first allocation of funds under the grants will be $210,412.00 (CDBG-CV). The Farmington Hills Community Development Office will administer the funds. Farmington Hills must submit an amended PY 2015-2020 Consolidated Plan, PY 2019 Annual Action Plan to include the CDBG-CV funding and Citizen Participation Plan to include a minimum 5-day comment period.      
 
A virtual public hearing will be held on Monday June 8, 2020 at 7:30 PM to obtain the views of citizens concerning the approval of the proposed PY 2015-2020 Consolidated Plan, PY 2019 Annual Action Plan amendment and the amended Citizen Participation Plan.
 
Proposed Amendment to the PY 2019 Annual Action Plan to include Community Development Activities and Use of CDBG-CV Funds as follows:

In accordance with HUD guidelines, the proposed PY 2015-2020 Consolidated Plan, PY 2019 Annual Action Plan amendment and the amended Citizen Participation Plan for the City of Farmington Hills must be published for no less than 5 calendar days for public comment before it is submitted to the U. S. Department of Housing and Urban Development (HUD). The 5-day comment period will remain in effect until Tuesday, June 9, 2020 at 4:30 PM.
 
Beginning on Thursday May 28, 2020 the proposed PY 2015-2020 Consolidated Plan, PY 2019 Annual Action Plan amendment and the amended Citizen Participation Plan will be available at the City of Farmington Hills website fhgov.com.  Hard copies will be available for pickup at Farmington Hills City Hall, 31555 W. Eleven Mile by calling Community Development Office at 248-871-2543, Monday-Friday between 8:30 AM-4:30 PM. All interested persons may provide written comments to the City of Farmington Hills Community Development Office, 31555 W. Eleven Mile, Farmington Hills, MI 48336, Attn: Charmaine Kettler-Schmult or by e-mail ckettler@fhgov.com.
 
PLEASE NOTE: Pursuant to Executive Order No. 2020-75, issued by Governor Whitmer, participation in the above public hearing will be made available via zoom webinar teleconference out of precaution and to limit the potential exposure of the public and staff to the COVID-19 virus. If you wish to view the meeting, you can watch it live over cable television or by tuning into the City’s Youtube channel that can be accessed from the City website at www.fhgov.com. The webinar will also available the next day on the City’s website on video on demand.
 
Members of the public are welcome to join the meeting and participate in the public hearing. Instructions for participating in a zoom meeting and the zoom meeting link (downloading Zoom client will be required) and/or telephone number to access the meeting will be provided at the top of the City Council Meeting Agenda that is posted the Friday prior to the meeting to the home page of the city website https://www.fhgov.com/Government/Agendas-Minutes.aspx.

The Mayor will call for public comments during the public hearing portion of the meeting. Members of the public who wish to speak during that public hearing, should use the “Raise Hand” feature in the zoom webinar or if you dialed into the meeting use *9 to raise your hand; but only after the Mayor has called for comments. You will be acknowledged by the host using your name if available or the last 4 digits of your phone number and will be permitted by the host to communicate directly with the Mayor, Council and others about your question or comment, and you also will be recorded as part of the meeting. You will be allowed to mute and unmute yourself, only when permitted to do so by the host, using the mute/unmute feature in the zoom webinar or if dialed in by using *6 for both mute/unmute.
 
Public comments may also be faxed to 248.871-2411 or e-mailed to psmith@fhgov.com prior to 7pm on the date of this meeting to be read aloud at the meeting during the public hearing. Except as otherwise provided above, all other previously adopted City Council meeting rules and procedures shall remain applicable to this meeting.
